Some Ways to Fight Back
1. If you have the Firefox web developer toolbar - https://addons.mozilla.org/en-US/firefox/addon/60
or a similar product.
Once this toolbar is installed, click the CSS button, then Edit CSS - Embedded CSS - find the following and delete these lines.

height:0px;
visibility:hidden;
display:none;
}
Now the Blogger bar will be shown at the top of the screen. At that point you can flag the blog for objectionable content.
How this works: You are editing the CSS for the site that is located in your cache on your computer, not the actual site CSS.
If you get multiple people to do that (ask your group) ... it will get Google's attention. The first thing Google does is add a capcha for updates so that blog posts cannot be done automatically. It should slow the person down.
2. Is the blog using Google Ads? It probably is, the intent of the blog is to steal content that will drive surfers to the site and make purchases through Google Ads.
Go after the site because it is using Google ads against the Terms of Service.
If you see a site violating the AdSense terms, you can now file an anonymous spam report that will get to the quality team for checking. To file a report, you simply go to the page that is showing AdSense ads and click on the "Ads by Google" (or "Ads by Goooooogle") link. In the form on the next page, include the term "spamreport" and put in a short reason about why you feel the site is violating the AdSense terms or policies. You can also enter your own email address, if you wish, then click submit.
